Well, like the title says...I found something!
its called "Paint.Net" Literally...
you can download extra effects online on its forums.
I got it yesterday and I have been playing around with it and its fun!
if you want to go download it here's the link

No, its only what I use for the ads. All screenshots are taken ingame by me and are unaltered
